SEPCOIII held 2026 work conference and the Fifth Session of the 19th Staff Representative Congress

On the afternoon of January 26, SEPCOIII held the 2026 Work Conference and the 5th Session of the 19th Staff Congress. It fully followed the arrangements of the 2026 Work Conference of the Group Corporation, reviewed the achievements in 2025 and during the 14th Five-Year Plan period, mapped out the overall goals and tasks for the 15th Five-Year Plan period, and clarified the work philosophy and key measures for 2026, thus charting the course and laying a solid foundation for the company to continue advancing high-quality and sustainable development on the new journey of the 15th Five-Year Plan.

Zhao Qiming, Chairman of the Company, delivered a speech titled "Unite as One to Forge Synergy, Brave the Waves to Start a New Chapter, and Strive for the High-Quality Development of SEPCOIII During the 15th Five-Year Plan Period". Liu Minghua, General Manager, presented a work report themed "Strengthen Strategic Guidance, Consolidate Management Foundations, Cultivate New Drivers of Growth, and Fully Embark on the New Journey of Building a First-Class International Engineering EPC Enterprise". Feng Zhengwen, Chief Accountant, conveyed the spirit of the 2026 Work Conference of the Group (Joint-Stock) Corporation. Liu Fangjiang, Deputy General Manager, announced the decisions on commending the 2025 advanced collectives and workers, outstanding project departments, gold medal and excellent project managers, as well as excellent units and individuals of the "Year of Management Innovation" campaign. Chen Yunpeng, Deputy General Manager, read out SEPCOIII Document No. 1 in 2026 - "Decision on Launching the ’Year of Project Management Improvement’ Campaign". Ding Zhengguo, Liu Hong, Li Donglin, and Yu Yin, external directors of the company, attended the meeting via video link. Other company leaders including Dai Zengli, Kong Lingfeng, Zhu Hui, Zhou Hejun, and Ni Jiawei were present on-site. Wang Dawei, Chairman of the Trade Union, presided over the conference.

Zhao Qiming pointed out that in 2025, focusing on the theme of "Management Innovation Year," comprehensively enhancing the three driving forces of "internationalization, innovation, and digital intelligence," and steadily advancing Party building and production and operation. The company's overall development showed a good trend of steady progress, quality improvement, and continuous improvement.

Zhao Qiming summarized and reviewed the company's journey during the "14th Five-Year Plan" period, and pointed out that, facing the new starting point of the "15th Five-Year Plan," it is necessary to firmly grasp five core principles to promote the company's development and achieve new successes in the grand practice of high-quality development.

Zhao Qiming emphasized that in 2026, all cadres and employees should take political construction as the lead, adhere to the general principle of seeking progress while maintaining stability, closely follow the path of high-quality and sustainable development, focus on the theme of "Project Management Improvement Year," and adhere to the "six insistences" to ensure a good start to the "15th Five-Year Plan" and build a new pattern of high-quality development for the company.

Zhao Qiming emphasized the following points regarding the work at the end of the year and the beginning of the new year: First, resolutely strengthen the safety production defense line; second, resolutely maintain overall stability; third, resolutely adhere to the bottom line of clean and honest holidays; and fourth, strive to achieve a "good start" in the first quarter.

Liu Minghua pointed out In his report in 2025, the company vigorously promoted various key tasks, achieving steady growth in operating performance, simultaneous improvement in the quantity and quality of marketing, significant value creation results, efficient project execution, continuous deepening of management innovation, construction of a digital and intelligent driving system, and integrated development empowered by Party building, achieving a series of solid development results. 2026 is the company's "Project Management Improvement Year." The entire company should focus on the "15th Five-Year Plan" strategic layout, using "seven focuses" as a starting point, striving to consolidate international advantages, systematically enhance the company's control, competitiveness, innovation, risk resistance, and cost reduction and efficiency improvement capabilities, and strive to achieve an effective leap in the quality of development and reasonable growth in quantity.

The meeting commended the company's advanced collectives, advanced workers, outstanding project departments, gold medal project managers, and outstanding project managers for 2025, as well as outstanding units and individuals in the "Management Innovation Year" activities. The meeting reported on matters related to official receptions, leadership team benefits, and business expenditures in 2025, and the attending representatives reviewed and approved the relevant reports.

Liu Minghua signed 2026 performance responsibility agreements with representatives of subsidiaries and project departments. Representatives from six units made statements.

Wang Dawei put forward requirements for implementing the spirit of this meeting: first, rapid learning and deep understanding to ensure the spirit reaches the grassroots level and is internalized; second, list-based deployment to ensure responsibilities are effectively implemented at all levels and assigned to specific positions; and third, practical action to ensure rapid and verifiable results.

This meeting was conducted using a combination of on-site and video conferencing. Those attending the meeting at the headquarters venue included company leaders, senior management personnel, deputy chief engineer-level management personnel, managers and above of internal departments of headquarters management departments and business support units, members of the leadership team of subsidiaries in Qingdao, heads of comprehensive departments, award recipients, and official representatives of the 19th Workers' Congress; those attending the meeting at video sub-venues in business units and other locations included members of the leadership team of the Dubai branch, subsidiaries in Qingdao, and domestic and international project departments, heads of departments and above, and official representatives of the 19th Workers' Congress.
